HRES personnel have been acquiring land and relocating property owners since 2006 for federally and state funded projects and this experience, along with the continual training our staff undertakes, gives our clients the assurance their project will be implemented within federal, state and local guidelines.
Owner and founding member, began his career in the right of way industry in 2006 when he was hired by a nationally known right of way consulting company as a right of way agent. During his time as an agent, he has worked on a various projects nationwide. He is fully committed to providing solutions to the ongoing objectives of the Right of Way Profession and related services.
He is a North Carolina and Florida Real Estate Broker. He has negotiation and relocation experience in public programs under the auspices of the Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended. As a Right of Way Agent, Program Manager, he has an extensive background in all right of way and real estate disciplines: acquisition, appraisal, relocation, property management and condemnation suit preparation in transportation and utilities.
He has worked on several complex projects. Projects such as high-speed rail improvements, road widens, apartment redevelopments, road/sidewalk improvements, greenway improvements, airport runway expansions, flood buyouts, leasing/selling excess lands, site abandonments, mortgage loan valuations, to name a few. Working on various projects has given him acquisition/relocation experience, knowledge of general real estate law, land issues, and project management.
He has B.S. degrees in Real Estate, Finance, and Business Administration from Florida State University, Tallahassee, FL, he’s Relocation Assistance Certified and a member of the International Right of Way Association.
Mr. Sowell, serves as a Real Estate Agent & an Admin Support/IT Consultant on select HRES projects involving land acquisition/relocation assistance services. Mr. Sowell has several years of progressively enhanced expertise in sales, residential/commercial and customer services. Additionally has 17+ years of experience in IT planning. He provides expertise in multiple technology environments (i.e. servers, network, mobility, collaboration, telecommunications, local area network, wide area network) and have a solid understanding security requirements. He work well in teams in accomplishing organizational goals, effective communicator, and have strong organization and time management skills with the ability to meet priorities and deadlines.
Mr. Sowell has a M.B.A., Technology Management (University of Phoenix, 2006), B. S., Statistics (University of South Carolina, 1994) and is a licensed real estate broker for the State of North Carolina.
Mrs. Sowell, serves as a Real Estate Agent & Secretary/Office Manager Consultant. She assists the Program Manager with the management of right of way projects and personnel. She has several years of progressively enhanced expertise in sales, management, residential/commercial and customer services. She supervised real estate brokers engaged in real estate for her company to ensure agents followed applicable rules and laws. She work well in teams in accomplishing organizational goals, effective communicator, and have strong organization and time management skills with the ability to meet priorities and deadlines.
Mrs. Sowell has a B. A. degree in Psychology from University of South Carolina, Columbia, SC and is a licensed real estate broker for the State of North Carolina.
